Minutes of the Parish Council Meeting held on Monday 1st December 2003 at 7:30pm at the Village Hall, Lingwood Lane, Woodborough, Nottinghamshire.

PRESENT Mr. Les Morgan, Mr. Geoffrey Buckland, Mrs. Mavis Leafe, and Mrs. Joanne Roper.

IN ATTENDANCE Mrs. Rachael Hodges (Clerk) and Cllr John Glass.

APOLOGIES FOR ABSENCE Mr. John Harlow, Mr. Robert Hanson, Mr. Geoff Parkinson, Mr. Ray Robson and Mr. John Boot. In the absence of the Chairman and Vice-Chairman, the meeting proposed and agreed that the Chair be taken be Les Morgan.

MINUTES OF PREVIOUS MEETING held on 3rd November 2003 were agreed after amendment.

MATTERS ARISING

The clerk has contacted GBC who have stated that they only routinely empty the gulleys once a year, but would make a special visit to empty those outside 32-34 Main Street.

With regard to the burial of ashes prior to a full burial, upon contacting the Funeral Director, the clerk had been informed that the next of kin was currently keeping the ashes, and so it was not an issue at present.

The clerk summarised a letter which NCC had sent to Mr. and Mrs. Cater regarding the lack of footpath outside their house on Foxwood Lane, which stated that it was unlikely that a footpath would be provided.

The clerk has still not received a revised report from the firm who completed the RoSPA inspection, she is to chase this up, but any further action is carried forward to the next meeting.

The clerk is awaiting a call from Dave Ewing at GBC regarding the Village Hall disabled toilet specification.

The clerk has written to Youth Club, and it was reported that the caretaker had sent a letter to the Youth Club leader, following damage to a further toilet door. At that point no further damage had occurred, but since the meeting, hammers for breaking the glass on the fire alarm system, provided for Pre-School to get their safety certificate, have been used to damage the plaster around the alarm points, and themselves taken. This will be an item on the agenda for the next meeting.

The issue of who actually owns the land which links Aldene Way and Doverbeck Drive is to be carried forward to the next meeting as Geoff Parkinson was absent.

The inspection of debris on the Playing Field dyke, is to be carried forward also, both John Harlow and Ray Robson were absent.

REGISTRATIONS OF INTEREST None

DISTRICT REPORT

To minimise the difficulties experienced by Mr. and Mrs. Cate, Cllr Glass stated that it would help if the hedge outside Joe’s cottage were trimmed back. Currently we are not aware of any legal requirement for this, but Cllr Glass is to look into the original Planning Conditions attached to the property extension to determine if a maximum height for the hedge was set.

Two streetlights were reported as not working, Cllr Glass is to raise this with GBC.

Mr. Bill Hall has contacted a number of people about the memorial to his wife’s grandfather’s grave being moved. This is to be investigated by the clerk and Geoffrey Buckland.

The clerk is to look at the plans for the Old Manor Farm farmhouse on Lingwood Lane to see if a pigeon house was in the original plans and notify Cllr Glass.

Cllr Glass is to look into the naming of Foxwood Close for the new houses on the 15 Main Street site.

The clerk was requested to write to NCC again with the problems of ponding on Lingwood Lane, as it is adding to the congestion problems experienced at School drop-off and pick-up times.

Gedling Borough Council Forward Plan 1 Dec 2003 to 31 March 2004

None of the items concerned Woodborough directly, the clerk is to circulate.

PLANNING

Planning Applications received during the month were considered and the following comments were agreed unanimously..

11 Main Street

Four applications were received in respect of this property, to:-

1. Internal alterations to create larger lounge.

2. Replacement solid oak floor & construct 2 steps into large hall.

3. Remove staircase & construct new stairs.

4. Fit oak floor, replica fireplace & internal alterations to existing rooms.

The Parish Council had No Comment to make on any of the applications.

Parish Aid Review

The clerk reported that revenue aid for 2004/05 would increase significantly to £6,297, and capital aid to £6,217.

Budget for 2004/05

The budget was discussed with the clerk undertaking to get quotations from alternative insurance providers. It was decided to get a quote for patching up the car park, rather than for a full resurfacing, for inclusion in the budget. Other decisions were carried forward to the next meeting, due to the small number present.

City of Nottingham CC Bond

It was agreed to renew the Nottingham City Bond of £500, for one year at 3.25%.

PLAYING FIELD & GOVERNORS’ FIELD

Haags have visited the site and reinstated the grass surfaces around the equipment, and the potential head entrapment has been eliminated. It was reported that the leaves have now gone from the Governors’ Field, leaving the reinstated grass clear and free to grow.

An enquiry from Jean Parrott, to put up a poster for the annual Craft fair on the Governors’ Field railings was agreed.

It was reported that the memorial bench to Simon Godfrey, belonging to the Community Association had been vandalised and thrown into the beck.

VILLAGE HALL

A response to GBC’s questionnaire on Arts Strategy was agreed.

An application from Woodborough Babies and Toddler group to hire the hall on a Thursday afternoon from 1:30 to 3:30 pm was agreed at £5 per hour.

A further submission from the McBride Tennis School. Enclosing a mini-tennis ball was considered, and it was agreed that provided Pre-School can finish by 12:30on the Tuesday then it was agreed to allow the village hall to be used for this purpose.

The clerk is to ring GBC to query what information is needed for the Charitable Rate Relief form.

CEMETERY MATTERS

Geoffrey Buckland reported what a fine job Rowlson Builders had done on the plinths, and had been very co-operative in ensuring that the first plinth was in place for the funeral of Caroline Wiles, with no trace of any work-in-progress. The clerk was requested to send a letter of thanks to Mr. Rowlson.

ALLOTMENTS

The Parish Council agreed a request to trim the hedge on the roadside next to the allotments down to 2m below the power lines, with no charge to the Parish Council, which had been received from Tilhill Forestry working for East Midlands Electricity.

The clerk was requested to consult with Geoff Parkinson and send a letter to the Scottish & Newcastle brewery regarding Steve and Katharine Barratt leaving the Four Bells Inn, and the potential impact on the village.

The date of the next Parish Council Meeting was confirmed as Monday 5th January 2004 to start at 7:30pm.

MATTERS ARISING

The Parish Council formally declared a vacancy arising from the resignation of Mr. Kordula.

It was reported that the gulleys outside 32-34 Main Street definitely have not been emptied, and the clerk is to write to GBC re this again.

It was reported that the Out of School Club would like to use the hall 5 days a week, but no formal request has been received.

The matter of burying ashes prior to a full burial was considered in respect of the advice received from the Rev. Brock, it was decided that, the ashes could be buried, under the concrete plinth, in a hole to be dug by the PC’s grave digger, in a plastic container to ensure that the ashes are not "lost" in the earth and removed accidentally. If the concrete plinth is damaged then, this is the family’s responsibility.

The clerk is to send a copy of the letter sent to Mr. and Mrs. Cater about the Foxwood Lane footpath to Cllr Glass.

The clerk answered queries on the accounts which had been circulated.

REGISTRATIONS OF INTEREST Mr. Robson is to inform the clerk when his move to his new address is finalised.

DISTRICT REPORT

Cllr Glass has made a request for the hedge on Joe’s cottage, Foxwood Lane to be trimmed on anti-social grounds; this will be looked into by an Inspector from GBC.

The hedge on 103 Main Street is to be trimmed.

Cllr Glass reported that there is an increasing problem with cars being left at the top of Bank Hill.

Roe Hill Garages – The lintels above the garage doors are all corroding. GBC housing department have said that there is no truth in the rumour that the garages are to be demolished but can’t say if they will be repaired.

PLANNING

Planning Applications received during the month were considered and the following comments were agreed unanimously, with Mr. John Boot abstaining.

Whilst not objecting to the application, the Parish Council would comment that a certain amount of roadside trade is carried out at this address. Presumably more polytunnels will generate more such business. The Highways Authority will need to make a check to ensure there is adequate safe standing/parking.

Objection

The Parish Council object to this proposal, it being an inappropriate development in the Green Belt

·1 The likely ban on hunting could be detrimental to the projections in the business plan.

·2 The scheme assumes a living caravan on site as part of the scheme.

·3 The benefits in terms of employment are small

A number of attempts have been made to establish residential accommodation on this site – all resulting in refusal. The circumstances have not changed.

Budget for 2004/05

The clerk requested all councillors with an area of responsibility to provide her with any changes required to the budget for next year, in order that these can be incorporated into a budget for the next meeting. A copy of this year’s budget can be found on the half year accounts circulated with the minutes of the meeting held on 6th October 2003.

PLAYING FIELD & GOVERNORS’ FIELD

The clerk reported that the firm who provided the RoSPA report on the Governors’ Field Play Equipment have agreed that the inspection was "over zealous" and said they will provide a replacement report and a letter retracting the previous one.

A working party is to be held on the Governors’ Field on 16th November 2003 at 10am.

VILLAGE HALL

Mavis Leafe reported that the disabled toilet does not appear to be at the right height. The clerk was instructed to contact GBC who provided the specification and funds for the facility, to get the toilet assessed.

Mrs. Leafe also reported that the Youth Club are becoming less careful in their use of the Village Hall due to a lack of sufficient supervision. The clerk was instructed to write to M Wood suggesting that increased supervision may be beneficial.

An application to hold a Tennis Club in the Village Hall was considered and refused on the grounds that it would cause damage to the internal decoration of the Hall.

FOOTPATHS

Geoff Parkinson reported that the footpath leading from the Playing Field had been inspected following a complaint by a resident, but that the footpath had actually been improved; the resident must have seen it during the process of improvement.

The Footpath Map in GBC’s offices which has got one of the Footpaths for Woodborough incorrectly detailed, is not a definitive map.

The clerk reported that GBC have declined to maintain the link between Aldene Way and Doverbeck Drove as it is not an adopted Footpath, or on the list of Public Footpaths. Geoff Parkinson was authorised to do a land search to establish who actually owns the land.

Charities – Redemption of William Edge Charities from Central Register

Following a presentation by Les Morgan, the Parish Council passed a resolution that the Parish Council authorises the Charity Commission to release the rent charge in respect of the William Edge Eleemosynary Charity.

Les Morgan reported that Mrs. Scott-Kemp had attended to her tree on the side of the dyke, but some debris left, John Harlow and Ray Robson are to inspect.

There has been no interest shown in the Casual Vacancy on the Parish Council.

Minutes of the Parish Council Meeting held on Monday 6th October 2003 at 7:30pm at the Village Hall, Lingwood Lane, Woodborough, Nottinghamshire.

PRESENT Mr. John Harlow, Mr. Robert Hanson, Mr. John Boot, Mr. Geoffrey Buckland, Mrs. Mavis Leafe, Mrs. Joanne Roper, and Cllr John Glass.

IN ATTENDANCE Mrs. Rachael Hodges (Clerk), with Deborah Taylor, Marianne Heath, Ana Lynch and Deborah Bliss (members of the public) & Sarah De Barre.

RESIGNATION A letter had been received from Mr. Wincent Kordula tendering his resignation, the Chairman expressed his regret at this loss to the Parish Council, and the clerk was instructed to write and thank Mr. Kordula for his services.

MINUTES OF PREVIOUS MEETING held on 1st September 2003 were agreed without amendment.

MATTERS ARISING

Mrs. Roper reported that the lamp on Smalls Croft had been mended promptly after the matter had been raised with Cllr Glass at the last PC meeting.

The bench on Shelt Hill has been repaired by Mr. E Sharman, the clerk is to write and thank him.

GBC have confirmed that the gulleys on Main Street have been emptied and are in good working condition. Patching work on the footways has been ordered for the very bad areas.

The plans for the redevelopment of the old Co-Op site are to be considered by GBC on either the 20th October or 19th November 2003.

The Planning Application for 11 Main Street was a revision of a previous application which had been granted permission.

John Boot reported that Parish Aid is being re-reviewed, and it is likely that Woodborough would receive less than the previously stated figure of £10,600 per annum, but still more than the current £4,000.

REGISTRATIONS OF INTEREST Nothing reported.

DISTRICT REPORT

Cllr Glass has had a meeting with Ian Parker at NCC about various Highways matters. As a result of this meeting:-

o An undertaking has been given to carry out speed survey work over 3-4 full days to assess whether the provision of an interactive (flashing) 30mph sign can be provided on the Foxwood Lane approach to Woodborough.

o It is unlikely that the 30mph sign will be moved, as NCC have to make a balanced judgement of the potential benefits against costs in terms of staff time.

o The request for an additional lamp post on Foxwood Lane, cannot be met out of this year’s budget, the clerk is to write and confirm the requirement for funding for this from next year’s Community Priorities budget.

o Cllr Glass’s request for cobbles be installed as a footway/drainage scheme opposite the Four Bells, will be added to the list of schemes competing for funding from next year’s budget

Cllr Glass reported that the scheme to collect Garden Waste will not now be introduced until 2004, and then not to Woodborough. A questionnaire will be circulated by GBC this autumn, for residents to make known their opinion.

A request had been received from a youth in the village for a skateboard park to be installed behind the Scout Hall. The scout leader was present at the meeting for other reasons, and stated that this was not possible, the PC considered that there is no suitable place for such a facility in the village. The clerk is to write and explain to the youth.

 

PLANNING

The Chairman reported two letters received about the planning application for redevelopment of the Village Stores Site: the first from the Government Office for the East Midlands undertaking to review the GBC’s Planning Officer’s report when this is available to see whether the applications raise any issues of wider that local significance requiring the intervention of the First Secretary of State; the second, sent to GBC and copied to the PC by the Nottinghamshire Rural Community Council, supporting the PC’s position regarding the Planning Application.

The Chairman also summarised the latest Supplementary Planning Guidance on Parking Provisions for new developments, although this should have limited impact in Woodborough.

Planning Application received during the month were then considered and the following comments were agreed unanimously, with Mr. John Boot abstaining.

These trees have been inspected by the Chairman, accompanied by the applicant. All are in full leaf, green and healthy. The PC do not think they should be felled, they form a large and significant group. We understand a large number of trees are being cut down; Stanley Wood is not part of this application.

101 Main Street, update on situation of damp wall caused by Severn Trent works

The clerk has sent letters to both Severn Trent Water and NCC, the former have replied to the effect that the work complies with legislative requirements and they will be carrying out no further work at the site. GBC, acting as NCC’s agent have visited the site and say that nothing can be done, as there is a cluster of ironwork, and no drainage channel for a gulley to take the water away. The clerk has since contacted NCC who have promised to investigate further, Mrs. Stokes has also been written to with the suggestion that she contact her MP and Home Insurance companies legal department for support. The PC asked the clerk to write again to Mrs. Stokes to suggest she contact Cllr Pepper who may be able to help further.

Accounts for half year ending 30th September 2003

The clerk summarised the draft accounts for the half year ending 30th September 2003, Income at £25,379 is £1,113 less than budget, Expenditure at £12,259 is £7,462 less than budget. This is mainly due to delays in certain items of expenditure expenditure, a more comprehensive variance analysis will be available with the final accounts, circulated with the minutes.

Conservation Area Enhancement grants

The clerk reported that GBC have a small budget for Conservation Area Conservation Grants again this year, and asked for suggestions on suitable works which might benefit from this funding. Items put forward for consideration were:- repair of the Pinfold Gate; repair of the post outside 30 Main Street, which has been damaged by a vehicle which was not identified; replacement of cobbles opposite The Four Bells, (the clerk is to check with Highways Department of NCC that this can be suggested).

PLAYING FIELD & GOVERNORS’ FIELD

Mr. Hanson reported that he and the clerk had met with June Steel, a representative from Hags at the Governor’s Field, the result of this is that the grass is to be reinstated around the play surfaces, the gap posing a potential head entrapment risk is to be made safe, the item on the RoSPA report causing most concern was explained by Ms Steel as being a difference in interpretation of the standard. Upon investigation of this standard, Mr. Hanson and the clerk agreed with Ms Steel, that the equipment was fully compliant in this respect. The clerk was in the process of querying this with the firm who provided the RoSPA report. Since the meeting they have agreed that the inspection was "over zealous" and said they will provide a replacement report and a letter retracting the previous one.

VILLAGE HALL

Mavis Leafe reported that an almost new dishwasher had been offered to the village hall for no charge by Mrs. Helen Ashby. The PC considered that there was not sufficient room in the kitchen for such a piece of equipment, and instructed the clerk to write and decline but Thank Mrs. Ashby for her kind offer.

A proposal received from the committee of the Woodborough Woods Foundation School Out of School Club, to hire the village hall on a Tuesday afternoon from 15:45 to 18:00 was agreed at a cost of £5 per hour. The PC were pleased to be able to support the provision of an after-school childcare facility within the village.

CEMETERY MATTERS

Concrete Plinths

Mr. Buckland reported that enquiry documents had been sent to two local firms, one of whom declined to tender. The PC agreed unanimously to accept the quotation received from Rowlson Builders of £2,585 including VAT, on the basis that this was in line with the previous cheapest quotation received in 2001(allowing for inflation), and the PC has experience of working with Mr. Rowlson, who has local knowledge and expertise regarding access. The clerk has since established that previous quotations were VAT exclusive, therefore, the quote received from Rowlson Builders is lower than any previously received.

Burial of Ashes

The clerk was instructed to obtain the view of Rev.Brock with regard to the burial of ashes in a grave prior to a full burial. This is in response to a query from a resident, who has reserved a plot, his son has unfortunately died, and he wishes to bury the ashes in the grave.

Gravestones

Mr. Buckland reported that the memorials for Hannah Brown, dating from the 1800s, and for John Richardson dated 1884 have either been laid level of made secure, following a nil response to the notices placed in the summer.

Mavis Leafe reported that the contractors vehicles on Main Street were causing a hazard. It was agreed to review the situation at the next meeting.

MATTERS ARISING

NCC has passed the Highways issues to GBC who have requested a site meeting to establish where the chevrons require replacing near the Nags Head. The ponding in Lingwood Lane was due to be addressed by Severn Trent, GBC will monitor the situation and action required works through consultation with Severn Trent. GBC are aware of the problems being experienced by The Old Post House, and agree that the problem was created by Severn Trent Water, although the reinstatement does meet the specification set. GBC will reassess the problem during the next rainfall, with a view to addressing the shortfall. The clerk is to write a letter to Mrs Stokes informing her of this.

A reply has been received from Dunn Line apologising for the unsafe driving of a bus near to the school, the Regional Operations Manager has reiterated to all drivers that all driving must be safe and legal at all times, without exception

No response has been received from GBC explaining why work has started on the erection of a two storey dwelling at 11 Main Street before Planning Permission was granted.

Mr Morgan reported that he had spoken to GBC and insisted that they remove the Ash tree from the village hall car park hedge, which has now been done.

The clerk reported that NCC has included funds in next year’s budget for the contribution to the bridleway repairs leading up to the cemetery.

NCC’s footpath officer has cleared Church Walk. The pavement on Shelt Hill has been cut back, but the bench still requires mending, Mavis Leafe is to approach Mr E Sharman regarding this.

The clerk had contacted GBC about the walkway connecting Aldene Way and Doverbeck Drive, and they had agreed to cut this back. The clerk is to request the Parks Department at GBC to include its maintenance on their annual programme of work.

The Insurance Policy query is still outstanding.

REGISTRATIONS OF INTEREST Nothing reported.

DISTRICT REPORT

Cllr Glass reported that with the graffiti removing machine being repaired, the graffiti had now been removed from the bottom of Bank Hill.

Cllr Glass has spoken to Ian Parker at NCC about a complaint which has been made about the 30mph signs on Foxwood Lane being in the wrong place. These need to be moved 10m so that they are before the bend, it was also agreed that a new lamppost is required

Cllr Glass is to request cobbles be installed opposite the Four Bells, on the area which is now covered in weeds.

Joanne Roper reported that the lamp on Smalls Croft green had the cover hanging off.

John Harlow reported that the gulleys in the road need emptying, and that weeds are growing.

Comment by Woodborough Parish Council

The comments made by the parish council relating to an earlier application (later withdrawn) remain valid, namely:-

The proposal relates to an important section of a Conservation Area. Quite clearly, any development there must improve or enhance the character of that area.

One might say that the building currently on the site (erected in the less-informed planning days) does not now conform to this rule. The erection of six houses would not either; the detail shown on the East Elevation of the submitted plans gives some indication of the destructive nature of this proposal.

Further comments are made on other aspects of the proposals:-

1. The population of Woodborough, as a consequence of permitted development continues to increase. A point is bound to be reached when the provision of a food and general store becomes essential to the very existence of this rural parish. The site in question is the only one remaining in the village which can suitably provide this facility. It is therefore of the utmost importance to take steps to preserve the plot for sake of integrity and our heritage.

2. The application understates the provision for car parking :-

a. Spaces and turning areas are insufficient;

b. Access to and from Main Street are dangerous, resulting in a deterioration of the highway safety measures recently introduced by the County Council.

3. The development will exacerbate the risk of flooding in the village, which has already been the reason given for refusal of other planning applications adjacent to Main Street.

4. Gedling Borough Plan. The District Council’s policy to safeguard and promote the vitality and viability of rural village centres is in evidence by their provision and maintenance of two permanent flower beds on the forecourt of the Woodborough Co-Op site. The District Plan further undertakes:-

c. to encourage a wide range of shopping and other facilities to meet the community’s day-to-day needs thereby reducing the need to travel;

d. demolition will only be acceptable where the proposals will bring substantial benefits to the community that outweigh the harm caused by the loss of the building.

Never has a planning application aroused such concern for the future well-being of the parish. We implore the Planning Authority to heed the strength of public opinion.

The clerk reported that a cheque had been made out, signed and sent off, for £105 to Zurich Insurance for additional Insurance for terrorist risk.

PLAYING FIELD & GOVERNORS’ FIELD

The quote from Rowlson Builders for £525 plus VAT for replacing 2 windows with double glazed UPVC windows was considered, and accepted, the sum being less than the limit required for competitive tendering.

The clerk reported that Haag’s had still not returned her telephone calls to arrange a site visit to inspect the equipment. Robert Hanson is attending a Trade Show, at which Haags will have a stand, and he will approach them regarding the matter.

The cricket match held for Simon Mellors was a great success, and its continuance as an annual event is being considered.

VILLAGE HALL

Mavis Leafe read out a letter from Simon Mellors thanking the Parish Council for the free use of the village hall, the event raised over £2,000, with the funds going to a Cancer Appeal fund.

Mr John Boot returned to the meeting at this point.

The re-decoration of the village hall was discussed, with all present agreeing that it was a great improvement.

CEMETERY MATTERS

Concrete Plinths

It was reported that the concrete plinths need installing as a matter of urgency before the winter. Mr Buckland and the clerk are to send enquiry documents out to three builders, to get quotes for the installation of three plinths.

ALLOTMENTS

Review of Charges

Ray Robson reported that some allotment holders had been mistakenly overcharged by 50 pence for 2003’s rent. It was agreed that any credits due would be put against the bill for 2004, with the charges rising to £8 per year for 2005.

John Harlow had received a request for the Parish Council to support a bid for BT to upgrade the Woodborough exchange so that Broadband can be introduced. The clerk will include a notice in the Newsletter encouraging people to express an interest, one more is needed.

Ray Robson reported that the Travellers illegally parked in the field opposite the riding stables, next to the Epperstone by-pass, had moved on after only a few days.

John Boot reported that the review of Parish Aid was nearly complete, and that it looked like Woodborough would receive approximately £10,600 per annum (75% of concurrent expenditure) for the revenue grant replacement, instead of the current £4,000.

Mavis Leafe reported that visibility on Shelt Hill is poor, the clerk is to request NCC to cut the grass with a wider splay.

MATTERS ARISING

The clerk reported that the grafitti had still not been removed from the bottom of Bank Hill, this will be raised with Cllr Glass.

Contracts have been placed for the decoration of the village hall and sports pavilion, although a quote for getting the windows replaced is still outstanding. Hags have still not been in touch to arrange a site meeting following the RoSPA report, the clerk will contact them to progress this. The clerk reported that a fault had occurred with one of the pedal mechanisms on the roundabout, this had been raised with Hags within the Guarantee period, and would be repaired.

PLAYING FIELD & GOVERNORS’ FIELD

It was reported that the far one of the two Ash trees on the boundary near the stream was rotten in the centre, and had been set on fire, and that a lot of branches had fallen into the stream. The clerk is to send a letter to the farm owner asking them to remove the branches and the tree.

VILLAGE HALL

The clerk reported that one single quotation has been received for the removal of the Ash tree in the village hall car park, and was instructed to contact the County Council to see if this was sufficient to proceed. The clerk has since been informed of someone else who would like to tender, and will action this to be able to submit competitive quotes to the CC.

The PC considered the remuneration of Mrs Batt the village hall keyholder and determined that since this had not changed for over 20 years, then it would be increased to £5 per week from 28th July 2003.

CEMETERY MATTERS

Repairs to bridleway leading up to cemetery

The clerk reported that NCC had offered to pay 20% of the repair costs, providing these were agreed in advance. It was decided that the state of the road was adequate for the moment, and would be addressed in the future.

FOOTPATHS

Les Morgan reported that Church Walk is overgrown. The clerk was instructed to write to NCC, in response to their previous letter about the pathway, that the PC do not know the individual owners of the land either side of the pathway, and would NCC please clear it.

The clerk reported a complaint about the walkway connecting Aldene Way and Doverbeck Drive. The PC instructed the clerk to respond that the PC does not accept any responsibility, and they should take the issue to the site developers and the owners of the field alongside the pathway. Geoff Parkinson offered to check the Footpath Maps to ensure that it is not a proper pathway before the clerk makes the response.

Providing indemnity to relevant Authority Officers and Members

The Chairman summarised a consultation paper on the nature of the power to be conferred on relevant authorities under s.101 of the Local Government Act 2000. Historically, local authorities have relied on various statutory provision that either exclude liability or permit some indemnities to be granted. However, there is concern over the extent to which authorities can provide indemnities, particularly where individuals incur personal liability for their actions on external bodies to which they have been appointed by their authority, (eg appointment to School Governing Body or Charitable Trust). The clerk was instructed to look at the PC’s Insurance Policy to see what is covered. The PC did not wish to make any response to the Consultation Paper.

Geoffrey Buckland raised the issue of the Tennis Courts being limited to usage by club members, when they could potentially be used by a large number of people. Joanne Roper reported that this matter was being addressed by the Tennis Club, in their constitution as part of the process of applying for grants to resurface the Courts.

Les Morgan reported that the footpath adjacent to Shelt Hill was overgrown, Mavis Leafe confirmed this and added that a seat there had been vandalised. The clerk is to send a letter to NCC.

Les Morgan reported that the flowerbeds installed by GBC, two by the closed shop, and one by Ploughman Avenue, with a promise to maintain them, were in a poor state, the clerk was instructed to raise this with GBC.

MINUTES OF PREVIOUS MEETING held on 29th April 2002 were agreed as a true and correct record.

 

CHAIRMANS’S REPORT   Robert Hanson conveying John Harlow’s apologies welcomed the public and read out a report prepared earlier by Mr Harlow, giving a summary of events in the past year:-  

  • Council meetings have been held once a month  
  • Changes on the council include the resignation of Bill Broad in May and subsequent co-option of Wincent Kordula in September, the resignation of Tim Robinson in December, with no replacement being made in view of the impending election.
  • The election for Woodborough Parish Council was un-contested, with only 10 nominations being received for the 11 vacancies.  After 1st May 2003 the remaining vacancy can be filled by co-option, if anyone is interested, they should contact the clerk.
  • The village did not win the Best Kept village competition, which was disappointing, but increased effort will be made next year.  
  • The new playground appears to have been a great success, and thanks were given to Geoff Parkinson, Joanne Roper and the clerk for their efforts.  
  • Four new 30mph gateways to the village have been installed.  Five were requested, three offered, and four agreed upon, so unfortunately Shelt Hill had to be left out, as this was likely to be least effective.  A speed survey is awaited to determine whether they have reduced speed through the village or not.
  • The railings on the Governors’ Field have been repaired, and wheelchair access has been created with the aid of grants from Gedling Borough Council.  
  • The village is once again faced with the loss of the village store.  A very well attended meeting was held in the village hall, and Charles Wardle and his steering group are working hard to find a solution.

The Chairman then thanked the clerk for all her hard work, and his fellow councillors for their contribution to the village.

 

VILLAGE HALL   Mavis Leafe reported that the Village Hall continues to enjoy regular use.  A new caretaker, Christine Leafe, (her daughter-in-law) was appointed during the year, who can be contacted on 0115 912 6524, to arrange bookings.  During the past year, repairs have been done to the roof, lighting, and some of the electrics.  We are hoping to decorate the inside of the hall this coming year.  Thanks were expressed to all users for their support of the village hall.

GOVERNORS’ FIELD   Robert Hanson reported that the new play equipment had been successfully installed on the Governors’ Field, which has been widely admired.  The field is now used by more children, and adults with their children and is a great asset to the village.  Special thanks were expressed to Geoff Baggaley for the hard work he put into the important job of repairing the railings and adapting the gateway to allow wheelchair access.  Reseeding of the grass around the new play equipment is still to be carried out by the Contractor Hags.

PLANNING The chairman reported that fifty four applications had been processed in the twelve months ending 31st March 2003, most of these being straightforward for simple extensions and the like.  He reported that a major application had been received for 19 houses at Bramley House, Main Street, which the Parish Council opposed on the basis of the height of the proposed houses, and highways and flooding issues.  The chairman stressed that the Parish Council is only allowed to comment on applications sent to it by Gedling Borough Council and takes no part in the final decision making process.

CEMETERIES  Geoffrey Buckland reported that the cemetery was looking particularly good this year, with cowslips currently being in flower.  One item of import, however, is that following an inspection of memorials at the Roe Hill cemetery, two have been identified as being potentially unsafe.  Notices will be posted on the Parish Council noticeboard by the clerk, so that the person(s) to whom these belong can contact the clerk, to confirm that arrangements are being made to make them safe, otherwise, if nothing is heard by the end June 2003 then the Parish Council will take action to ensure the memorials are safe.

ALLOTMENTS  Ray Robson reported that all thirty allotments are taken, some being maintained to a greater extent than others.

PLAYING FIELDS  Robert Hanson reported that a storage facility had been built adjacent to the Pavilion, and expressed Thanks to Paul Sail who acted as project manager on behalf of the Parish Council.  The Parish Council hope to repaint the outside of the pavilion during the year.

FOOTPATHS  Geoff Parkinson reported that the bridge over the stream at the edge of the Playing Field has been replaced.  After the success of last year, another footpath walk will take place on 29th June 2003, starting at 12 noon, from the village hall; maps will be made available at the start.  A family barbecue will be held at the Four Bells and it is hoped that people will meet up afterwards.

SCHOOL GOVERNORS  Joanne Roper reported that the school continues to achieve very high standards, with both 7 and 11 year olds gaining results well above the National Average in Key Stage 1 and 2 tests in 2002.  This continues the trend of the previous two years, and in recognition of this, the school was placed 52nd in the Sunday Times top 500 state primary schools in England.  The school has benefited from 3 significant capital grants recently and the building has been extended.  However, in terms of money to staff and run the school, funds are much less generous and real difficulties exist.  Fund raising from the valuable work of the Parents Group, Gift Aid Schemes etc has this year contributed approximately £23,000 to ensure the quality of education that we have come to take for granted in Woodborough is maintained.  The school is to undergo an OFSTED inspection in May 2003.

CHARITIES  Les Morgan reported that 37 worthy members gratefully received £20 last Christmas.  The trustees of the Charity are M Leafe, R Wood, L Horton and L Morgan

NEIGHBOURHOOD WATCH SCHEME  Robert Hanson gave Barry Skinner’s apologies and reported on his behalf, that the past year has been a difficult one with relations between our local scheme co-ordinators and the Police Local Area Commander being poor.  Despite promises, the Ringmaster System was not being used.  A constable based in Calverton who was supposed to be available to spend two half days in Woodborough a week, had no transport made available for him to get to the village, his request for first a motorbike and then a bicycle being refused.  It is felt by some that this resource was never intended to be made available in Woodborough and was merely promised in order to pacify the local scheme co-ordinators.  However, a new Inspector has been appointed and it is hoped that things will improve,

FINANCE  The clerk reported:-

  • The Financial Return for the previous year was submitted to the auditor and accepted with no amendments.
  • Seventeen cheques worth nearly £2000 had got “lost in the system”, and it had taken 6 months for the Alliance and Leicester Building Society to credit the Parish Council’s account, with legal action having to be threatened.
  • A summary was given of the receipts and expenditure for the year ended 31st March 2003, with the full accounts and records being available for inspection fourteen days prior to submission for audit.

OTHER REPORTS

COUNTY REPORT  Councillor Carol Pepper not present.

DISTRICT REPORT  Councillor John Glass reported being on a Parish Aid Working Party which is due to make recommendation to increase Parish Support very soon.  He reported that four streetlights have been repaired in Woodborough; the Governors’ Field wall strengthened; the bench on the corner of Lingwood Lane has been replaced twice this year by Gedling,; the grid outside 126 Main Street was repaired after a long wait; a garage in Roe Hill was repaired after the roof fell off narrowly missing someone; repairs have taken place to the bus shelter after vandalism had occurred; the Pavement in Pinfold Close has been repaired; 5 leaks in Lingwood Lane have been fixed; weed spraying of pavements has taken place during the year; there have been three abandoned cars in the village, the last of these being removed within 24 hours under new legislative powers; And two new road signs have been installed in Holme Close, indicating which way the odd and even numbers go.

Questions were raised on a number of topics as summarised below:-  

  • Robert Hanson asked Charles Wardle, in the audience, to give an update on the village shop situation.  Mr Wardle reported that the shop had closed on 19th April 2003.  He gave thanks to the more than 100 households which had contributed to the pledge scheme raising just short of £75k, saying that although this had not been sufficient to save the existing store, a decision had been made to look at alternative sites, and this process was ongoing.  In response to a query as to how many letters had been sent in to Gedling about the closure of the shop, he reported that there were hundreds of them, and that in photocopying a selection of them to circulate around the Planning Committee, his photocopier had broken down under the strain.
  • Ann Buckland queried what the RingMaster system was mentioned in the Neighbourhood Watch Report.  This was explained as a system where NW people could ring a number and listen to a pre-recorded message giving details of crimes in the local area
  • Ray Robson reported that 3 cars had been abandoned in one of his fields over the past year, two being torched, making the land unusable for a number of years.  He also complained about the damage caused by teenagers riding their motorcycles in fields, with the police failing to stop them.  Mr Robson publicly stated his support of PC Brotherhood based in Calverton who he feels is responsible for too large an area to do his job properly.
  • Brian Leafe in the audience reported that the ponding on Lingwood Lane between his house and the school is very bad, and that the children get drenched when walking to school in the rain.  Cllr Glass reported that this matter has been passed to Cllr Carol Pepper, as it is a County responsibility, but he will follow the matter up.

Cllr Glass reported on the following items:-

  • Pot Holes in Small Croft have been identified as a County Matter and have been raised with Carol Pepper.

The erection of large green building on Lowdham Lane South Side, parallel with the road was reported.  The clerk was instructed to write to GBC to ensure that this is in full accordance with Planning Legislation.

Road Safety and Parking on Bank Hill  A letter from a resident on Bank Hill reported on steps being taken to alleviate the issues, enquiring if financial support would be forthcoming from the Parish Council, and with concern being expressed at a notice, reputedly from the Parish Council which had been placed on a parked car.  The clerk was instructed to reply to the resident, that no financial support was available for such a purpose, and stating that the notice (a copy of which had been supplied) did not originate with the Parish Council.

A recycling notice erected by GBC on the bank outside the village hall was reported. The clerk was instructed to send a letter re planning permission for the board, and to request that the wall be repaired again.  A request is also to be made for the bins to be emptied at a more sociable hour, later in the morning, but still before the school run.

Graffiti at the bottom of Bank Hill was reported, the clerk has already requested GBC’s mobile unit to clean this up and will chase them.

PARISH COUNCIL ELECTION TIMETABLE

The clerk reported that there had been an un-contested election for Woodborough Parish Council, with only 10 nominations being received for the 11 vacancies.  Once the nominees have been declared elected by the returning officer at GBC, then the remaining vacancy can be filled by co-option.  The Borough Council election for the Woodborough Ward will take place on Thursday 1st May 2003 at the Village Hall, Lingwood Lane between the hours of 8 am and 9 pm.

WOODBOROUGH GENERAL STORES

Mr Parkinson, a member of the Village Store Steering Group reported that:-

  • The planning application has been withdrawn, which means that an alternative application can be submitted at any time.
  • An amount has been raised from the pledge scheme, and a meeting of the Steering Group will be held tomorrow to discuss the various options.
  • Bob Nightingale, Chief Executive of the Notts Rural Community Council had pointed out that the Parish Council had powers to raise money for such a scheme through the Precept.

Extensive discussion followed centred on the various issues, however no decisions can be made at this stage.

Audit Completion Report for Year Ending 31st March 2002

The clerk reported that the audit for the previous year had been successfully completed, and that appropriate notices were being posted on the Village Hall notice board.

Income and Receipts for Year Ending 31st March 2003

The clerk reported that Income for the year had been £73,906.09, this including £30,720.96 grants for various projects on the Governors’ Field and the Sports Pavilion.  Expenditure for the year was £67,722.34 with £32,869.80 being capital expenditure, mainly offset by grant income.  A more detailed analysis will be available for the next meeting.

PINFOLD MAINTENANCE REQUIREMENTS  
A quote for repairing the Pinfold on Main Street was considered, Mr Robson is to inspect the gate to see if the work can be done by the Parish Council.

PLAYING FIELD & GOVERNORS’ FIELD  
The appeal against the new rates valuation for the Sports Pavilion is still to be submitted.

VILLAGE HALL

Entertainments License Update  
The Clerk reported that the Entertainments License had been obtained.  The Fire Officer had made two “goodwill” recommendations:-

  • That a notice be put up outside the Main Hall stating the maximum occupancy figure of 200, excluding staff.
  • To identify sockets on the stage used for audio equipment, fit with Residual Circuit Devices and label.

The next Fire Safety Inspection will take place in two years time.

Lighting Repair  
The clerk was instructed to accept MRS quote for fixing two of the lights in the main hall, and three of the emergency light fittings for £192.77 plus VAT.

Caretaker’s Remuneration Review  
Mavis Leafe declared an interest, as her daughter-in-law is the caretaker, and having made an impassioned speech about the poor way in which she felt the caretaker had been treated, left the room for the item.  It was agreed that the Caretakers Salary should be further raised from £4.77 per hour to £5.00 per hour with effect from 7th April 2003, with a review to occur April 2004.

CEMETERY MATTERS

Geoffrey Buckland reported that he had inspected the graves with memorials for “safety” and had identified two which could be considered dangerous.  The clerk is to place notices on the NoticeBoard and in the Newsletter, and if no response is received by the end of May, they will be laid flat on the ground.

FOOTPATHS            

  • The annual walk taking place on the 29th June 2003, starting at 12 noon will be followed by a family barbecue at the Four Bells.

  • Geoff Parkinson is still to look into the provision of dog friendly stiles on Woodborough Footpaths.

WOODBOROUGH GENERAL STORES

The Chairman moved the Woodborough General Stores item to the top of the agenda, and welcomed Mr Charles Wardle who reported that there had been an excellent response from the village in the form of letters being sent to Gedling Borough Council, and that a sample of these will be circulate to the Planning Committee.  The petition supporting the store collecting 1,161 signatures has also been submitted.

The Brown family are still willing to support the store, however they will have to leave the store on 23rd April 2003, as they have been given notice.  The application is likely to go before the Planning Committee on one of two dates in April, the earlier being preferable as it is before the Brown’s have to vacate the store.

Mr Wardle has been working with the Countryside Agency and VERSA, who have advised that we need to have a contingency plan with alternative proposals to put to the developer if the planning application is rejected. 

Mr Harlow thanked Mr Wardle for his presentation, and during the following discussion, it was agreed that Mr Wardle would lead a steering group to formulate alternative proposals to safeguard the future of the store.   It was agreed that the Parish Council would not take responsibility for raising the money for the store, or for the management of the store, but would offer their full support in the formation of any co-operative set up to achieve this.

Cllr Glass arrived during this discussion, and agreed to try to get the planning application put before the Planning Committee on the 2nd April 2003.

Mr John Boot arrived at the end of the discussion, and Mr Wardle left.

  • An abandoned car has been removed from the lay-by on Lingwood Lane, it was agreed to replace the bench which had been destroyed by the car, and make an insurance claim.
  • Cllr Glass circulated nomination papers for the local elections to be held on the 1st May 2003.

Joanne Roper provided details of the cost of mowing the Playing Field as provided by the contractor to Woodborough Woods Foundation School.  These are £850 every two weeks from March to October.  The clerk is to write to the County Council reminding them of their obligation to maintain the grounds in return for the land the school is based on.

Mavis Leafe declared an interest, as her daughter-in-law is the caretaker, and left the room for the item.  It was agreed that the Caretakers Salary should be raised from £4.50 per hour to £4.77 per hour with effect from 1st January 2003.

CEMETERY MATTERS

  • Geoffrey Buckland reported that he and Robert Hanson have laid a single plinth where relatives wish to place a memorial on a grave.  The clerk is to inform Mr Mellows that the plinth is in place  
  • Mr Buckland requested plinths to be placed on the agenda of the next meeting, as the work involved was too much for the remainder to be done by the Parish Council.
  • Mr Buckland proposed that we discontinue our subscription to the Association of Burial Authorities, this was passed.

WOODBOROUGH GENERAL STORES

The Chairman addressed the meeting by introducing a new agenda item, the proposals for the demolition of the Village Store, and its replacement with 6 dwellings.  Mr Hanson stressed the threat this posed to the way of life for many in the village and requested all Parish Councillors to sign the petition and individually submit objections to the proposal.

John Boot declared that he was unable to comply with this request due to his position on the Planning Committee of Gedling Borough Council, and had to remain impartial.  Mr Boot confirmed that due to the degree of objection, the decision would go to a Committee Decision and would not be delegated to Planning Officer level.

Mr Hanson introduced Charles Wardle who is organising the campaign to save the store.  Mr Wardle gave an overview of the situation to date, stating that the group plans to visit every single household in the village to secure support.  He gave details of a web-site which has been set up to provide information on the campaign, this is http://www.woodborough.org.uk .

It was agreed that a meeting would be organised with the local Planning Authority to discuss the matter.

Alex Brown then addressed the meeting, representing the Brown family who manage the store, stressing that it is a family run concern, with the main objective being to keep a Village General Store in Woodborough to ensure that the community spirit we all enjoy remains.

MATTERS ARISING

  • The clerk was given authority to place a contract with Geoff Baggaley for disabled access to the Governors’ Field, once confirmation of the grant is received from Gedling Borough Council...
  • The clerk reported that the scheme submitted to the Information Commission for the Freedom of Information Act has been accepted, and has to be actioned by 28th February 2003.
  • The clerk reported that the Alliance and Leicester had agreed to credit the amount where 17 cheques had gone missing in full, plus £10 to be passed to one of our customers who had incurred banking charges to get details of the cheque, and £20 compensation.
  • The plaque commemorating the opening of the Village Hall is now in place, some thoughtful person having unscrewed it and replaced it facing towards the wall, which has now been rectified.

Mavis Leafe reported that her son, Tim Leafe had been a sub-contractor to Geoff Baggaley Engineering who had repaired the railings to the Governors’ Field.

DISTRICT REPORT

  • Repairs to streetlights are being delayed by Midlands Electricity who have a backlog.
  • The Bus Shelter has now been repaired, with damaged woodwork being replaced.
  • Cement Storage on the corner of Ploughman Avenue and Main Street is still being investigated
  • The mud on Shelt Hill caused by lorries entering and leaving the pumping station, should be being cleaned by the County Council twice a day.  The work being carried out on Lowdham Lane by Severn Trent to repair a leak is to alleviate the need for additional pumping.
  • Bank Hill Parking, Cllr Glass suggested that as the grass verge belongs to the County Council, they should be able to provide a price to residents for the provision of parking.  The clerk is to contact the County Council, copying to County Councillor Carol Pepper.
  • Mud Falls onto the road during heavy rainfall mean that Lingwood Lane, Bank Hill and the footpath to Smalls Croft need cleaning.
  • The Cycle Path included in the Gedling Rural Plan is going to Full Enquiry, where it passes through Woodborough, it is at a dangerous dip in the road, with very poor disability.

Demolition of existing foodstore building and erection of 6 houses

Never has a planning application, sent for parish comment, been designed to create such potential destruction to this rural community.

The rhetoric accompanying the proposal is simply aimed at giving credence to a purely business transaction.

Over recent years, various bodies have expressed concern at the loss of the retail store in rural parishes, resulting in the break-up of the community.  The County Council (as Strategic Planning Authority) and the Council for the Protection of Rural England have very strong views on this subject.  Indeed, there have been instances of providing financial incentives to maintain these services.

The application refers to the dilapidated condition of our village store.  So be it; it is not the building that concerns us, it is the location and the site.  Take this away and there is no suitable plot anywhere in the parish that could ever provide an alternative if needed in the future.  In the meantime, it could be said, an empty site would provide valuable car parking space for church attendees and meet the need for off-street parking.

Consider too, the consequences in the event of this planning application being refused.  Overnight, the property would become of little value – except to the present Lessee who could, if granted a long enough tenancy, continue to provide a life-saving service to the community.

Planning permission will not be granted if development would lead to the loss of community facilities resulting in increased car journeys to the next available facility.  (the applicant’s Planning Design Group suggests alternative facilities in Nottingham (8 miles away), Calverton, Lowdham, Carlton and Netherfield – all for the convenience of some 400 people of the parish of, or above, pensionable age, or 26%* of the community).

  1. The proposed development site is in a Conservation Area which borders on a significant and protected open space and needs to be protected in order to maintain the essential character of the village.  The visual quality of the Church Walk cottages and St.Swithun’s Church would be adversely affected.
  2. Water levels in the stream are critical and could well be at risk,
  3. Provision for car parking is “hypothetical” – some parking on Main St would be inevitable.
  4. If the Planning Authority have any doubt of the strength of parish opinion against this outrageous application, the parish council will readily call a parish meeting to convince them.

Precept Form Signing 2003/04

Further to the Budget Sanction at the previous Parish Council Meeting, the Parish Council Precept Form C was signed by Robert Hanson as the residing Chairman, Geoffrey Buckland and Ray Robson.

PLAYING FIELD & GOVERNORS’ FIELD

Disabled Access and Railings  
It was reported that work on the railings was nearly complete.  Since the meeting, the clerk has received confirmation that the disabled access grant is available, and will place the contract with Geoff Baggaley Engineering to ensure that work is completed this Financial Year.

Woodborough Tennis Courts  
A letter received from Deborah Taylor, Woodborough Tennis Club Chairman was summarised.  The Tennis Club suggested changing their constitution to enable use of the Tennis Courts by all Woodborough Residents.  The estimated cost of the Tennis Courts resurfacing is £15,000 (inc VAT), the Tennis Club have £7,500 currently available, and are seeking additional outside funding.  In addition, it was confirmed that the courts in their current condition would last for another 2-3 years.  On this basis, the Parish Council confirmed that they would not be averse to making a contribution towards the resurfacing of the Tennis Courts, although it could not now be until the 2004/05 budgetary year.

VILLAGE HALL

Entertainments License Update  
The Clerk reported that matters were being progressed as follows:-

  • It was agreed that all fire extinguishers outside their testing period should be replaced, to ensure full compliance with fire regulations and to avoid potential problems with future inspections.
  • The clerk is to contact the Fire Safety Inspector to check whether the outstanding gas boiler service, and the outstanding fire extinguisher purchases outlined above would mean a failed inspection.  Since the meeting, the clerk has received verbal confirmation that this should not be a problem, and a visit by the Fire Safety Inspector is currently being arranged to inspect the Village Hall again.

New Booking Conditions  
Geoff Parkinson summarised the new booking conditions, these require the hirer to nominate a responsible person, who is then responsible for ensuring that all booking conditions are complied with.  It was agreed that the new conditions should go out to all new bookings.

Caretaker’s Salary Review  
It was agreed that Geoff Parkinson and the clerk are to review the Caretakers Salary, with effect from 1st January 2003, and make recommendations to the next meeting.

CEMETERY MATTERS

Poor weather conditions are delaying the laying down of the plinths.  It was agreed that Geoffrey Buckland could look into laying down a single plinth where relatives wish to place a memorial on a grave in this row.

ALLOTMENTS        Nothing to report.

FOOTPATHS            

The clerk read out a letter from NCC, seeking assistance on knowledge of ownership of the vegetable plots to enable Church Walk footpath maintenance to be carried out.  Les Morgan offered to look into this.

It was agreed that Geoff Parkinson should look into the provision of dog friendly stiles on Woodborough Footpaths.

The Chairman announced the resignation of Mr Tim Robinson, it was agreed that the Clerk should send Mr Robinson a letter of Thanks on behalf of the Parish Council.  As it is less than 6 months before the elections in May, then no notices to fill the post can be posted.

MINUTES OF PREVIOUS MEETING held on 2nd December 2002 were agreed and signed after the following amendments:-

  • Under accounts for payment, the first payment was  the Caretaker’s salary, not the Keyholder’s.

  • Holme Close has its new road sign indication the direction of odd and even numbered houses.
  • The gulley in Main Street has been cleared out.

DISTRICT REPORT  

  • Mr Binch’s house  Cllr Glass reported that a land search is being conducted to establish ownership of this property, but that this should be settled within 6 months.
  • Grid outside 126 Main St  This has now been installed.
  • Damaged Seat  Further to the PC letter of support, the seat on Lingwood Lane damaged by hedgecutters has now been replaced.
  • Streetlights, three have been repaired, but GBC are experiencing problems with repairs to the one on Sunningdale which is still out of commission.
  • Guttering on the bus shelter has been replaced, with some minor repairs outstanding.
  • 142 Main Street  No further information is available.
  • Cement Storage on the corner of Ploughman Avenue and Main Street will be looked into.
  • Severn Trent Water are continuing their investigations into water leaks on Lingwood Lane.
  • Post House, The PC are to send a letter to Severn Trent Water re the problems being experienced by Jane Stokes, with the damp in the gable end of her house, copying this to the County Council, as each time it rains, water lies on the road and is sprayed onto the wall by passing lorries, and this will be an ongoing problem unless the road surface is corrected.
  • Shelt Hill is very muddy with traffic entering and leaving the Pumping Station.

Budget Sanction 2003/04

Following an in depth discussion, Geoff Parkinson proposed setting the Precept at the same level as last year, £16,500, seconded by Wincent Kordula.  This was passed 8 for, 1against.

Geoff Parkinson raised the issue of cars parking opposite the cottages on Bank Hill posing a danger to other road users, whilst Cllr Glass was still at the meeting.  Cllr Glass confirmed that this matter would need to be raised with the County Council.

Renewal of Nottingham City Bonds Investment

Given the current unattractive interest rates available, it was agreed that the Clerk should renew the investment for only 12 months at 3.25%

Lost Cheques

The clerk gave an update on the position with regard to the 17 cheques lost by the Alliance and Leicester Building Society, it was agreed that a letter should be sent threatening legal action.

Disabled Access and Railings  
The clerk reported that the full grant applied for from the Conservation Area Project Fund had been obtained, but a response was still outstanding for the disabled access.  It was agreed that the clerk should chase this up, and place the contract with Geoff Baggaley Engineering when appropriate.  Since the meeting, GBC have confirmed that we will get a response in early February, a contract has been placed for the repair of the railings only, with the disabled access to follow, to ensure that all work is completed this financial year, as required by the Conservation Area Project Fund grant.

Request for contribution towards Playing Field’s Grass Cutting Costs  
Investigations are on-going.

VILLAGE HALL

Entertainments License Update  
The Clerk reported that matters were being progressed as follows:-

  • An order has been placed for a service on the gas boiler, but this is still outstanding
  • The fire extinguishers purchased for the bar area and for by the fire exit, were installed in the wrong place and need resiting.
  • Notices stating the essentials of action to be taken upon discovering a fire still need to be displayed at all Fire Alarm points.

Once all actions have been completed then the Fire Safety Officer will be invited to inspect the Village Hall again.

Freedom of Information Act – Model Publication Scheme for Parish Councils

The clerk and Geoff Parkinson produced a scheme and submitted it to the Information Commissioner by 31st December 2002.  The clerk has to take steps to ensure that the scheme is in place by 28th February 2003.
